Wrong collation sorting in iesg/discusses/

Describe the issue

Just the usual wrong collation sequence in https://datatracker.ietf.org/iesg/discusses/, i.e., when sorting on responsible AD or discussing AD, I appear as the last one (thanks to my first name) rather than just be Erik Kline.

Nothing critical of course, a simple annoyance for the IETF ;-)

For context in case someone not familiar with the ongoing saga of the accent looks here, I believe this is specifically the "É" in "Éric` being sorted incorrectly. (Your github username doesn't show the accent...)

Correct, "Éric" should be considered as "Eric" (i.e., before "Erik" and not after "Zorro" ;-) ).

If I remember correctly, then there was a similar issue for the registration page about the list of participants (and I know that these are different systems).
