no notification about proposed slides for IABopen

Describe the issue

None of the chairs (Mirja/Suresh) received an email notification for any of the proposed slides. This seems like an error.

This is continuing, and has gotten worse — the proposed slides also don't show up in the datatracker page for the chairs. The proposers need to email the link to the chairs.

The "no mail" part is that aliases aren't populated in postfix for area groups. (That is, iabopen-chairs@ietf.org goes nowhere at the moment).
