Can't edit state for a charter of a replaced group

The charter for the replaced group is left in a state that indicates it is under review.

Neither the GUI nor the admin will let you change that state (it should be changed to 'notrev').

Move charters for replaced groups to a new replaced state. Close any outstanding ballots on them. Fixes #2889, #2873, and #1286. Commit ready for merge.

This commit fixes the issue with charters getting into this odd state. It does not fix the issue with the GUI or the admin not letting us change that state, but this is an odd corner. I'm choosing to leave changing that aspect until we need it again.
