Abandoned and Replaced Groups still appear on Chartering WGs page

The chartering effort for HRAW was abandoned/replaced by RAW.

Changing the state of HRAW to the "abandoned" or "replaced" state still leaves an open chartering effort listed on https://datatracker.ietf.org/group/chartering/.

(Side nit: in the list of state names, "Abandonded" should be "Abandoned")

Only show groups in reasonable states when showing current chartering efforts (otherwise crufty charter states can would lead to abandoned or replaced groups showing here). Fixes #2872. Commit ready for merge.
