Add docker compatibility

Hello everyone!!!

To get the benefit of run the api with one command (with isolation), how about add the dockerfile and docker-compose to this project?

Do you see some problem about this?

This would likely need to change to use FastAPI instead of Flask.

@GabrielDS it shouldn't matter for a docker deployment

I tried run this image locally, but the pipenv is forcing to use python3.8.
I think it's because the configuration from Pipfile.lock.
