I'm a little confused about what this PR is supposed to accomplish. This doesn't seem necessary to accomplish the goal of waiting for the STOP message to send before destroying. |

For the sake of sending an EVENT 3 (stop announce), it's best to remove a destroy action up the chain of command. This ensures a quick cleanup after 'stopped' is submitted.
