I just realised that now I've updated and closed #180 we no longer have an open issue tracking the implementation of pre-seeding confconsole plugins. This issue resolves that!
We were hoping to include that functionality in the new version of confconsole for v14.2. However there are currently some bugs and rather than resolve them, it's quicker and easier to remove the functionality (although the bulk of the implementation code still remains) temporarily. And defer the full implementation of that for the next release.
