TKLBAM - support for individual file downloads

Intuitively it may seem relatively easy for TKLBAM to restore just individual files from a backup without needing to downloading the whole backup. Unfortunately that is not the case whilst still maintaining the current level of security.

We do have some ideas how we might work around those limitations but we aren't completely sure on the best way to do that.
