Benchmark `Tracker.update_torrent_with_peer_and_get_stats` performance using Criterion

Before we [start optimizing peer announce performance](#495), we must have a way to measure the current performance and compare the difference.

[Criterion](https://github.com/bheisler/criterion.rs) is a great library for this.
