Add Migrations for Status, Unemployment, and Include Tests

• Adds a boolean claimed_for_unemployment field for checking if the job application has been used in a claim for unemployment
• Adds status field to track the current status of the job: %w[interviewing no_response not_hired job_offer]
• Adds tests, filters, and scopes
