Reconsider the return value of the tracker methods

Currently they return:

• If the status code is between 0 and 400: The querystring
• Otherwise: a message like "HTTP status code [404] is a client error"

Yes we should rationalise this: some truthy value on success, some falsey value with failure details on failure.
