Add integration with the WebView tracker.
Part of this is the same integration that we already had in the previous RN tracker for the basic types of events.
However, it also implements a
trackWebViewEventmessage type which contains the raw payload values in the same format as Miranda Wilson (@mscwilson) implemented in the Android tracker. So this is aimed at the next WebView tracker version and integrating that with JS tracker.
