This is published as a pre-release in order to enable user testing of the new plugin for Kantar FocalMeter.

The pre-release contains two features:

• Add client_session context entity if anonymous tracking with session tracking is enabled (Add client_session context entity if anonymous tracking with session tracking is enabled #1124)
• Add plugin to send requests with user ID to a Kantar FocalMeter endpoint (close Add plugin to send requests with user ID to a Kantar FocalMeter endpoint #1133)

Documentation for the FocalMeter plugin is in an open PR here.
