[BUG] Cannot scroll down Time Limit rule section #534

There seems to be a missing scroll function vertically in the Time Limit rules. If you have lots of rules, this makes it very hard to see all of your rules. I end up having to either zoom out a lot or select an element and click the Tab key to eventually get to the bottom of the list. The horizontal scroll works fine though.
