Advice in Header bar for Flights ...

In the central space in the Header bar would it be possible to put a message such as;
"Please ensure Payload and Flight Documents are registered for actual flights see
@ http://habitat.habhub.org/genpayload/"
we are seeing more and more flights that only have a Payload document and no Flight document.
