Keep last valid last_seen & GPS data for individual input trackers, even if ultimately not used. Check that last_seen does not go backwards. For GPS-based trackers don't use update if nothing has changed.
Ignore warnings for entire initialization period (until EVENT_HOMEASSISTANT_START.)
