In order to fix the vulnerability issue received from email "A new security advisory on activerecord affects 1 of your repositories" which introduces vulnerability issue with activerecord version 5.1.4 postgresql fix was to upgrade the version of activerecord via rails to 5.2.4.5 for which we needed to upgrade ruby verison to 2.5.7.
