[FEAT] Upgrading to PHP 8.4 and Laravel 12

Hey team, on 3/4 I'll be starting the work to upgrade to the latest version of Laravel and bump up to PHP 8.4.

Would y'all prefer a PR to update the Dockerfile(s) or are there more changes that need to occur?

Reason for change

Keeping up with the Otwell's.

We'd need to bump our nginx base from 8.3 to 8.4.

Will your upgrade require 8.4 or just add support for it?

At this point it's not required, looks like the Laravel Framework still requires 8.2 as a minimum and until we're closer to the 8.3 eol date it's probably not worth the effort.

• 12/31/25 for active support.
• 12/31/27 for security support.

Keep me posted when y'all do add support for 8.4 and I can make the application upgrade but no rush.

Alpine 3.22 should be out around April and that's probably when we'll look to jump to php8.4 absent any other need to do it sooner.
