Fixes the release workflow’s detection logic so the auto-release CI doesn’t skip publishing when a version tag already exists but no GitHub Release has been created yet.
Changes:
- Switch release gating from “git tag exists” to “GitHub Release exists” using
gh release view. - Authenticate the GitHub CLI via
GH_TOKENfor the release existence check. - Make tag creation idempotent by only creating/pushing the tag if it’s missing.
