implement semantic version

We need to keep track of all the changes deployed. A good way of tagging versions is semver https://semver.org/

Github actions can be integrated with this project to make this work.

Acceptance Criteria

• Each PR merged should bump the version using the tagging system mentioned in the project mentioned as part of this issue description
• Update the README file with relevant information about how this tagging system works
