Create swagger definition for TECHNOLOGIES

When the user creates a Time Entry , he enters a list of technologies.

Attributes :

• id : id of Technology.
• tenant_id : id of tenant_id this technology was created for.
• name : name of the technology.
• created : date of creation.
• created_by : Id of the user which created it.

Actions :
