Deploy api as a docker container

In #28 we made the required work to dockerize the app. Now we need to deploy this container on Azure so it can be accessible from the internet.

Acceptance Criteria

• API is deployed on Azure
• URL is provided in the channel so the team can use it to play with the swagger definition
