Add proxy to get technologies

The web app is currently hitting an endpoint from StackOverflow to get the existing technologies as follows:

https://api.stackexchange.com/2.2/tags?order=desc&sort=popular&inname={{technology-desired-here}}&site=stackoverflow&key=IrvYA3VnTtSujA*4GXNNZw((&access_token=1aTdIEmS4Iau8nlIhKcIew))

We need to add a proxy using this API as follows:

• The user makes a request using any desired technology.
• The API hits the above-mentioned URL and it saves all the existing technologies in the database and returns them
• If the request has been previously executed, the API returns the data from the database directly instead

The endpoint should look like

/technologies?name={{technology-desired-here}}
