Clock out users after 12 h with no interaction with the time-tracker

Currently, we have an azure function which clock-out users automatically at midnight. A better idea is to clock-out users when they have no interactions with the app. For example, if the user created an entry and it is running by 12 hours we should clock them out.

This ticket should be done after having ioet/time-tracker-ui#566 done
