Send a slack message each time an entry is automatically clock out

We have implemented a mechanism to automatically clock out any entry that has been forgotten by the user. It's quite possible that users did not work until midnight so we need to remind them to update their entry.

Please use web hooks feature from slack to post a message in the #ioet-time-tracker channel letting them know that they have to update their entries
