The datatracker-celery image, only used for dev and sandbox instances, is not different enough from datatracker-app-base to warrant maintaining it in our image registry. Most of the config that was in the image was already moved to
celery.Dockerfileby @rjsparks. This cleans up the rest of it and removes dependencies / GHA related to it.Still needs
cli.jsto be updated. Hoping @NGPixel can help with that.
