The test has been working, but in a broken way, for as long as it has existed. The smtpd-based test_smtpserver was masking an exception that did not interfere with the test's effectiveness.

Updates the base image to Python 3.12 and refactors / suppresses deprecation warnings in dependencies that aren't yet Python-3.12-clean.
WIP so draft. Notably, includes the work in #8805. When that is merged, I'll fix the diffs in this PR to keep them separate.
