Also remove test and update some now-stale help strings. These are not very helpful, but will not exist for long in their updated incarnation.

These management commands are replaced by an API endpoint and separate script.
There are still some checks that look for the files generated by the management commands - we'll need to refactor those and the views that actually do rely on those files existing on the datatracker's filesystem. That is not done here, though.
