django-stubs requires "app.model" instead of just "model" for ManyToManyField lazy model references. See typeddjango/django-stubs#1802

We pinned django-stubs to 4.2.4 a while back (#6503). This fixes the failing tests, unpins the version, and bumps mypy to the version compatbile with 4.2.7 of django-stubs (mypy-1.7.x)
