This adds the requested migration to drop
CommunityListinstances that will have noPerson(after confirming that none of these could be in use by validating that they have noEmailSubscription).Also has some small cleanup items and speeds the nomcom migrations from ~15 seconds to < 1 second on my dev machine (after subtracting the overhead to invoke migrations, which is about 4 seconds in either case).
