Both correctly display timestamps in the claimed time zones and format the date-times in correct iCalendar format.
Only touching the DTSTAMP here. The DTSTART has VALUE=DATE so the tag does not handle it.

Fixes incorrect timezone output in
meeting/upcoming.icson the feat/tzaware branch.Also fixes #4311, which existed on main before.
