fix: prevent IESG dashboard panels from growing

In at least some situations, the trend graphs on the IESG dashboard at /doc/ad begin slowly growing in size upon page load. This prevents that.

I've only observed the bug on firefox. Tested that this fixes it for me on firefox and still works on chrome.
