Right now, the secretariat does not get notified when a WG chair uses the WG tracker to put a document into the 'Submitted to IESG for publication' state. This can cause documents to not get processed correctly if the chair does not also send a publication request by email to the secretariat or responsible AD. Please make sure there is an email notification to the secretariat when entering this state for now so that the secretariat gets a ticket and can verify that the right things have happened to put the document into the 'draft-iesg' publication requested state.
While there, investigate putting the document into that state automatically.
