The Evaluation email formed from templates/idrfc/issue_ballot_mailREDESIGN.txt incorrectly has a hardcoded sentence:
"Yes" or "No-Objection" positions from 2/3 of non-recused ADs,
with no "Discuss" positions, are needed for approval
That is true for standards-track documents, but not for others, where only one "Yes" and no "Discuss" positions are needed (see the code in doc/utils.py at needed_ballot_positions).
The template should be adjusted to take advantage of that function from doc/utils
