WG Action Messages do not include charter Goals and Milestones

The WG Action messages generated by the datatracker do not include the charter Goals and Milestones. The Secretariat cannot announce any new WGs or recharters until this is fixed. There are currently 5 WGs with new charters/recharters waiting on this:

• BEHAVE (recharter)
• MPTCP (recharter)
• NFSV4 (recharter)
• SCIM (new)
• TCPM (recharter)

This is bad. Would I be correct in assuming that you update the existing milestones before sending the announcement, i.e. if we take the existing milestones and put them into the action messages, then it will be fine for the moment? Or is there a separate set somewhere?

As I understand things, charters/recharters are supposed to have their own set of milestones, and I have some code for that in the new milestones tool project, but it's probably going to take some time before this lands. So I'd rather do a quick fix now. Just need to be sure I will pull out the right data.
