datatracker.ietf.org in header should be a link to the home page

In the header where it says "datatracker.ietf.org", that should be a link so that a user can always click on the text and return to the top level of the site.

Simple change in ietf/templates/base.html to add a link around the text in the heading.

NOTE: An inline style is used to remove the text-decoration (underline) and change the color to white.
