Point the datatracker pages at the secretariat instance of rfcdiff

Currently the datatracker links to the tools instance of rfcdiff (on the history tab of documents for example). There is an instance set up at the secretariat. Please verify that instance is working correctly and change the links in the datatracker to point to it.

Moves the prefix for the URI to use for rfcdiff into settings.py.
