Missing info on secdir review page

Describe the issue

When I accept a new secdir review, at the top of the review page, I get:

If you enter the review below, the review will be sent to , with a CC to .

Note that both email addresses (or alias expansions) are missing. Seen on Chrome on Mac.

This looks like js that has become disconnected from the rendered template.
