Right now, an AD can't change (or even see afaict) who the assigned document shepherd is when a WG chair assigns a shepherd to a document.
They should be able to both see and change that assignment.
Further, once a document is in iesg processing the shepherd should be handled the same whether the document came from a working group or was an individual submission. Right now, they're having to be kept and maintained in two places.
(Having to describe the wg tracker and iesg tracker as separate things is probably a warning sign)
