If a draft has expired, but it is less than 185 days since the expiration, the draft revision in the database is wrong, it is one higher than it should be. This was presumably done at some point to match the existence of something called a 'tombstone file', which has the name of a draft, but one version number higher than the last valid version.
We need to consider this when identifying which the expected new revision of a draft is.
