Describe the issue
If a City and Country value is included in an interim meeting request, the Datatracker assumes that it is an in person meeting, even if the requestor doesn't check the "In Person" button. (If you put city/country values in without checking the "In Person" box and then go to edit the request, the "In Person" box shows up as checked, and the announcement text generated is for an in person meeting.)
Could we add some text here to clarify that the City and Country fields are for In Person meetings only, or perhaps only have those fields show up if the requestor checks the "In Person" box?
