Time mismatch for events on the website and in the database

Describe the issue

The datatracker website sometimes shows an incorrect "Document - Last updated" value for documents.
Example: https://datatracker.ietf.org/doc/draft-carpenter-eligibility-expand/01/
The "Last updated" field shows 2020-03-17, while the last event in the database and the date in the draft itself show 2020-03-18.

Could be related to timezones and UTC/non-UTC saving or representation. In this particular case, the event was close to midnight (00:28:00).

I'd guess it's being rendered in settings.TIME_ZONE - that's the default behavior when interpolating a datetime in a template.

I apologize, probably I mixed it with the strange behavior described in #6029

It should be conditioned to be UTC if it isn't already.
