Allow the secretariat to send Liaisons on behalf of another user

When a secretariat user selects an IETF entity or an SDO to send a liaison on behalf of it, they must have the possibility to select in the name of which user he/she sends the liaison.

There is a little bug in the javascript code that tries to build the select for non secretariat users.
