The logic of Liaison Manager is wrong

We don't need the new 'Liaison Manager' group.

We have to ensure that:

• An SDO Liaison Manager has the ability to send liaison on behalf of its SDO and any IETF entity
• An SDO Liaison Manager has the ability to edit existing liaisons send to or from its SDO

The 'Secretariat' group should be able to edit any liaison as usual.

It seems there is a last problem. If the Liaison Manager is also a WG Chair (or Area Director, or some other pivileged user) he should be able to send a liaison to any SDO when the From entity is his WG but the code is reducing the selectable SDOs to just the ones the user is Liaison Manager for.
