Submission status page navigation includes entries for modals

Describe the issue

The page navigation column on the right-hand side of the submission status page includes entries for the idnits and "first two pages" modals under the "Submission checks" heading. These navigation links do not actually work and should not be listed. An example screen capture is attached.

Use heading classes instead of heading tags inside the modals, or use the skip-nav class (can't remember the exact name) on the modal. (Check how the other modals are coded.)
