The secretariat manages sending announcements of IESG approval of documents. When that announcement is sent, state machines move to the "announcement sent" state.
Right now, a well meaning AD could set the state directly (through several points where the state of the document can be edited). Doing so skips sending the announcement (and many other side-effects of the secretariat's processing).
This can result in documents being delayed for a long time until the disconnect is discovered and repaired.
Instead, ADs should not be able to set this state directly.
