Add a shepherd field

Add into idtracker.InternetDraft a shepherd field. It has to be a ForeignKey to idtracker.PersonOrOrgInfo

Create the south migration.

Initial migration (0001) can not be correctly applied over the existing database. It is not needed cause the database already has the tables for idtracker application.

Fixed in 3bc02ed:

Removed initial migration cause we work over a database in wich this application already exists. Fixes #562
