DISCUSS/COMMENT email is not right when moving to no-objection

This is related to the resolution of ticket 530.

Right now, when clearing and leaving no comment in the tracker, the mail looks like what's pasted below. It needs to be clearer that there is a "No Objection" and there is no comment or discuss.

Added a helper to Position to get the current position description as a string This fixes issue #547.
