We discovered during the IETF79 codesprint a bug that was preventing CC's from making it through send_mail_text (in utils/mail.py). There are several entry paths into sending mail that build header lines (like CC) based on input text. A test suite that exercised all of those entry paths and verified that the proper output was being constructed is needed.
