While the current makeup of the per-document page makes it easy to
switch between tabs of the document page because they are all part
of the same big page, this has clear drawbacks for people who are
connected through a narrow pipe. A better handling would be to
split the tab to separate pages, permitting people to get only what
they need, but also provide 'related' links to the other tab pages
and add the appropriate HTTP header settings to encourage browsers to
pre-fetch the other pages and to cache the pages. This should
maintain the goodness of the current makeup, while avoiding the
badness.
